Doggie Loo will Take NYC by Storm

I have owned a dog since I was child. When I first moved to Manhattan in 1977 I got a maltese. At the time, there were no rules about cleaning up after your dog poo. On July 23,1978, the New York Times ran an article describing the new rule, (Health Law 1310), that commencing August 1, 1978 that NYC residents would have to follow the new rule that all dog owners would have to pick up after their dog or would receive a fine. It was known as, 'the canine waste law.' Some referred to it as the 'pooper scooper law.' We were all relieved that the city sidewalks would become cleaner. Now , 46 years later this is what we have found on the streets of Manhattan in the past month.

Several piles of liquid poop with flies living off of it. I still see poo left on the sidewalks in Manhattan all over town. It doesn't matter which neighborhood, but it is still there.
